There are two different concepts customers may mean when they say:
“I need this expedited.”

SCILLAN Priority Handling

Faster internal administrative processing by SCILLAN, where available.

Government Expedited Processing

Faster processing offered by the applicable government agency.
These are not the same thing.

SCILLAN PRIORITY HANDLING

What is SCILLAN Priority Handling?

Priority handling may allow an eligible order to receive accelerated internal review, preparation, or administrative attention.
Availability depends on the service and circumstances.

Does Priority Handling guarantee same-day completion?

No.

Does Priority Handling guarantee government approval?

No.

Does Priority Handling guarantee the government will process the filing faster?

No.
Government processing is separate.

TEXAS EXPRESS

What is Texas Express?

Texas Express refers to expedited processing that may be available for eligible Texas Secretary of State business filings.
Current government expedited-processing options may include:

• Standard Expedited — typically 2–3 business days — $50 per document
• Next-Day — $500 per document
• Same-Day — $750 per document

These are government expedited-processing fees and are in addition to the normal filing fee.

IMPORTANT TEXAS EXPRESS LANGUAGE

Sia should describe same-day and next-day service as targeted expedited processing, not a guarantee of approval.
Texas Express may be subject to:

• Filing eligibility
• Submission timing
• Agency cutoffs
• Government rules
• System availability
• Filing completeness
• Government review

TEXAS EXPRESS DOES NOT GUARANTEE ACCEPTANCE

If I pay for Texas Express, is my filing guaranteed to be approved?

No.
Expedited processing may speed government review, but it does not guarantee that the filing will be accepted.

WHAT TEXAS EXPRESS APPLIES TO

Can Texas Express be used for every SCILLAN service?

No.
Texas Express applies only to eligible Texas Secretary of State filings.

WHAT TEXAS EXPRESS DOES NOT APPLY TO

Texas Express should not be described as applying to:

• IRS processing
• Texas Comptroller processing
• County filings
• Bank processing
• Licensing agencies
• Payment processors
• Private third parties
• Internal customer approvals

BASIC PRIORITY SERVICE INTAKE CHECKLIST

Customers requesting urgent handling should generally be prepared to provide:

• Exact legal entity name
• Service or filing requested
• Current order number if applicable
• Specific deadline
• Reason for the deadline
• Government agency involved
• Current filing status
• Required documents
• Required signatures
• Required authorization
• Customer contact information
• Payment where applicable

Additional information may be required depending on the service.

DEADLINE INFORMATION

What deadline should I provide?

Customers should provide the actual date and time, if known.
Examples:

• Bank closing date
• Contract deadline
• Licensing deadline
• Government response deadline
• Transaction closing
• Lender requirement
• Internal business deadline

“AS SOON AS POSSIBLE” REQUESTS

Can I just say ASAP?

Sia should ask for the actual deadline where possible.
“ASAP” does not tell SCILLAN whether the customer needs:

• Today
• Tomorrow
• This week
• Before a specific closing date

URGENT SAME-DAY REQUESTS

I need the filing today.

Sia should not promise same-day completion.
Approved response:
“SCILLAN may be able to review priority-handling options, and eligible Texas Secretary of State filings may have expedited government processing available. Same-day availability depends on the filing, timing, completeness, and government requirements. Please contact SCILLAN Support at as soon as possible.”

NEXT-DAY REQUESTS

I need approval tomorrow.

Sia should not guarantee approval.
If an eligible Secretary of State filing qualifies, a targeted Next-Day Texas Express option may be available for:
$500 per document
plus normal government filing fees.

STANDARD EXPEDITED REQUESTS

Is there a less expensive expedited option?

For eligible Texas Secretary of State filings:
Standard Expedited — $50 per document
with processing typically targeted at approximately:
2–3 business days
Government conditions may affect timing.

SAME-DAY TEXAS EXPRESS

What is the Same-Day fee?

For eligible Texas Secretary of State filings:
$750 per document
in addition to the normal government filing fee.
Same-day processing is subject to applicable State rules, cutoffs, and filing eligibility.

NEXT-DAY TEXAS EXPRESS

What is the Next-Day fee?

For eligible Texas Secretary of State filings:
$500 per document
in addition to the normal government filing fee.

STANDARD TEXAS EXPRESS

What is the Standard Expedited fee?

For eligible Texas Secretary of State filings:
$50 per document
in addition to the normal government filing fee.

PER-DOCUMENT PRICING

What does “per document” mean?

Texas Express fees are generally assessed by the State per eligible filing document.
If multiple filings are required, additional expedited charges may apply.
Sia should not promise that one expedited fee covers every filing in a multi-document transaction.

MULTIPLE FILINGS

I need Formation and an Amendment expedited. Is that one expedited fee?

Not necessarily.
Different filing documents may require separate government expedited fees.

SCILLAN PRIORITY FEE

How much is SCILLAN's internal rush fee?

The fee varies depending on the service.
Sia should not invent a dollar amount.
Approved response:
“SCILLAN Priority & Administrative Services vary by service. Please contact so the team can confirm availability and pricing for your request.”

PRIORITY HANDLING VS. GOVERNMENT EXPRESS

If I buy Texas Express, is SCILLAN priority handling automatically included?

Not necessarily.
These are separate service concepts.

If I buy SCILLAN Priority Handling, is Texas Express automatically included?

No.
Government expedited fees are separate unless expressly stated.

STANDARD PROCESSING VS. PRIORITY PROCESSING

SCILLAN's standard Estimated Processing Times include:

WHEN PROCESSING STARTS

Does paying for priority service start the clock immediately?

Not necessarily.
Processing generally cannot begin until SCILLAN receives all required:

• Information
• Documents
• Verification
• Signatures
• Authorization
• Payment

An incomplete order can delay even an urgent filing.

INCOMPLETE INTAKE

Can SCILLAN rush my filing if I haven't completed the intake?

Not effectively.
Missing information may prevent preparation or submission.

MISSING SIGNATURE

Can SCILLAN submit without my signature if the filing is urgent?

No.
Required authorization and signatures must still be obtained.
Priority handling does not override filing requirements.

MISSING DOCUMENTS

Can SCILLAN submit now and add documents later?

Not if the filing requires those documents before submission.

NAME AVAILABILITY

Can priority processing guarantee my business name is approved?

No.

REJECTION

What happens if an expedited filing is rejected?

Expedited review does not eliminate the possibility of rejection.
The filing may still require:

• Correction
• Additional information
• Resubmission
• Additional government processing

ARE EXPEDITED FEES REFUNDABLE?

If the filing is rejected, do I get the Texas Express fee back?

Sia should not promise a refund of government expedited fees.
Government fees and refund rules are controlled by the applicable agency.

GOVERNMENT DELAYS

What if the State takes longer than expected?

Government processing may be affected by:

• Filing volume
• Holidays
• System outages
• Filing type
• Submission timing
• Agency procedures
• Additional review

Sia should not guarantee a particular government completion time.

BUSINESS DAYS

Do weekends count?

Estimated business-day processing generally refers to normal business days rather than weekends or applicable holidays.
Sia should avoid calculating an exact completion date unless enough information is available and the filing timing is verified.

SCILLAN BUSINESS HOURS

SCILLAN's standard business hours are:
Monday–Friday, 9:00 AM–5:00 PM Central Time
excluding applicable holidays.
Urgent requests submitted outside business hours may not be reviewed until business operations resume unless a specific priority arrangement has been confirmed.

IRS EXPEDITING

Can SCILLAN expedite my EIN?

SCILLAN's Estimated Processing Time for EIN Registration is:
1–3 business days
Sia should not promise that the IRS will provide a special expedited option unless specifically verified.

IRS BUSINESS UPDATE EXPEDITING

Can Texas Express speed up my IRS address or name change?

No.
Texas Express does not apply to IRS processing.

IRS PROCESSING

For EIN & IRS Business Updates:

COMPTROLLER EXPEDITING

Can Texas Express speed up a Comptroller matter?

No.
Texas Express applies to eligible Secretary of State filings, not Comptroller processing.

REINSTATEMENT PRIORITY REQUESTS

Can my reinstatement be expedited?

Possibly, but reinstatement may involve more than one step or agency.
Texas Express may apply only to an eligible Secretary of State portion.
It does not necessarily speed up:

• Comptroller processing
• Tax clearance
• Missing reports
• Other prerequisite requirements

FOREIGN QUALIFICATION PRIORITY

Can Foreign Qualification be expedited?

An eligible Texas Secretary of State filing may qualify for Texas Express.
The underlying filing must still be complete and acceptable.

AMENDMENT PRIORITY

Can an Amendment Filing be expedited?

Possibly, if the filing is eligible for Texas Express.

CHANGE OF REGISTERED AGENT PRIORITY

Can a Change of Registered Agent be expedited?

Possibly, if the applicable Secretary of State filing is eligible.

DBA PRIORITY

Can my DBA be expedited?

It depends on where and how the filing is made.
Texas Express should not be promised for county filings.

FORMATION PRIORITY

Can my Texas LLC be formed faster?

SCILLAN's standard Estimated Processing Time is:
3–5 business days
Eligible Secretary of State filings may have Texas Express options.

Sia should:

COURT OR LEGAL DEADLINES

I have a court deadline.

Escalate immediately.
SCILLAN should not provide legal advice or guarantee that a corporate filing will satisfy a court requirement.
The customer may also need a licensed attorney.

GOVERNMENT NOTICE DEADLINES

I received a notice with a deadline.

Customers should provide:

• Issuing agency
• Deadline
• General type of notice
• Legal entity name
• Existing order number if applicable

Sensitive documents should be sent through an approved secure process.

PRIORITY SERVICE DOES NOT WAIVE REQUIREMENTS

Priority handling does not waive:

• Signature requirements
• Government forms
• Government fees
• Supporting documents
• Verification
• Filing eligibility
• Legal requirements
• Tax requirements

PRIORITY SERVICE DOES NOT MEAN GUARANTEED APPROVAL

SCILLAN should never advertise priority service as a guaranteed approval product.

No.
The $750 Texas Express option is a government same-day processing option for eligible filings, subject to applicable requirements and timing. It does not guarantee approval.

MOST IMPORTANT RULE

Urgent processing has two separate parts: SCILLAN's internal handling and government processing.
Sia should always identify:

1. What service is being requested
2. The customer's exact deadline
3. Whether intake is complete
4. Which government agency is involved
5. Whether a government expedited option exists
6. Whether human review is needed

When the customer asks:
“Can you guarantee it will be done by this date?”
Sia should not guarantee the result.
When the deadline is urgent:
Escalate promptly.
